The Bingham Centre for the Rule of Law announces a Review to consider and report on possible ways of
improving procedures in the Administrative Court, to save and protect public funds, in a manner consistent with
the rule of law.
The Review aims to issue an interim report by the end of this year and a final report in early 2014.
It will be chaired by Michael Fordham QC, Fellow of the Bingham Centre. The other members of the Committee
are: Martin Chamberlain QC, Iain Steele and Zahra Al-Rikabi.
Director of the Bingham Centre Sir Jeffrey Jowell QC, said:
“The Bingham Centre has taken an important initiative in establishing a review that will gather and report on
constructive ideas to streamline judicial review procedures in the Administrative Court within the parameters
of access to justice and the rule of law. We are delighted it is being chaired by Michael Fordham, one of the
country’s leading experts in judicial review and administrative law.”
Michael Fordham QC, said:
“In this Review, the Centre aims to examine in a constructive and practical way whether the procedures of the
Administrative Court, including judicial review, could be adjusted in ways which could achieve savings and
efficiencies while meeting rule of law standards and safeguarding access to justice.”
This Review is distinct from the responses which the Bingham Centre has made and will make to the recent
consultations on judicial review and on legal aid.*
The Review welcomes all ideas, suggestions and comments on modifying practice and procedure in the
