The illegality of the Turkish invasion and the continuing occupation of the northern territory of the Republic of Cyprus allegedly in accordance with the Treaty of Guarantee of 1960, is self evident. This question has been discussed by scholars of great calibre who have confirmed such illegality. Neither the wording of the Treaty, nor international law and practice in general would justify such action on the part of Turkey.

The 1960 Treaty of Guarantee is an international treaty entered into according to the Vienna Convention on the Law of Treaties, between the newly established Republic of Cyprus, Greece, Turkey and the United Kingdom of Great Britain and Northern Ireland.

In examining the legality of such guarantee mention is always made of the basic guidelines of Article 103 of the Charter, which provide that:

“In the event of a conflict between the obligations of the Members of the United Nations under the present Charter and their obligations under any other international agreement, their obligations under the present Charter shall prevail.”

In order to ascertain the degree of compliance of the Treaty of Guarantee with said guidelines one must look firstly at Article 2(1) of the Charter as well as Article 2(4) which expressly prohibit the use or threat of use of force to settle differences between sovereign states and is undoubtedly a jus cogens
provision; also, whether the exceptions provided for in Articles 51 and 53 of the Charter apply. If, according to appraisal by international authorities including international court judgments, the provisions of the above articles do not justify such military intervention, then any such action is manifestly illegal.

No doubt both Cyprus and the UK consider the Treaty as binding and as creating obligations under international law, which should be performed in good faith (Art. 26 of the VCLT – pacta sunt servanda).

It is also self-evident from the facts surrounding the 1974 invasion that the UK clearly failed to perform its obligations under the treaty in a number of ways, as per Articles II and IV of the Treaty:

It failed to ensure the independence of the Republic of Cyprus against foreign aggression.It failed to ensure the territorial integrity of the RoC. It allowed and continues to allow violation of the principle of the indivisibility of the territory of the Republic of Cyprus since 1974 and after (see Cyprus Constitution, Article 185)It further failed to act for the security of the RoC.It failed to secure the constutional order of the RoC.It blatantly failed to resist partition by military force of the RoC.It failed to act for the re-establishment of the constitutional order of the ROC.It failed to act in November 1983 against the declaration of separate “independence” in the occupied areas and failed to prevent a territorial division or activities tending to promote forcible division of the country.It failed to prevent further expansion of the Turkish troops in August 1974. The 3rd
Report of the House of Commons Foreign Affairs Committee in 1987 established in no uncertain terms that the extension of the initial invasion after the 14th
August 1974 “…was illegal both in terms of the 1960 Treaties and in terms of the UN Charter and general international law”.It failed to prevent the illegal violation of the demographic fabric of the people of the RoC through the illegal transfer of settlers by the occupant power, which it had also guaranteed as part of the constitutional order of the Republic of Cyprus.

No doubt both Cyprus and the UK consider the Treaty as binding and that it creates obligations under international law, which should be performed in good faith (Art. 26 of the VCLT – pacta sunt servanda).

It may be said by way of counter argument that in the meantime events have intervened that have brought about a fundamental change of the situation or even a waiver of the rights of the Republic of Cyprus under the Treaty. These events are the intervention of the S.C. and the acceptance by Cyprus of the intercommunal negotiations as a means of resolving the situation that was allowed to occur, among others, by the failure on the part of the U.K. to act, as described already. I believe that such an argument connot be sustained.

Any violation or failure to observe obligations under a valid treaty establishes responsibility of the state acting against it or failing to act in accordance with it. Such responsibility is actionable before the International Court of Justice, in accordance with Article 36 of its Statute, as it creates a dispute, provided, of course, that the states concerned have accepted the compulsory jurisdiction of the Court. I believe that the UK and Cyprus have done so. But I understand that the UK has revised once more its declaration on the compulsory jurisdiction of the ICJ excluding cases where a relevant application emanates from a member or a previous member of the Commonwealth (see latest declaration of 22 February 2017).

At the same time, however, an advisory opinion could be requested from the ICJ via the organs of the UN, i.e. the GA or the SC. Such an advisory opinion could cover the responsibilities of the UK (as well as those of Turkey) and could focus on questions such as the need to restore the constitutional order of the Republic, the illegal transfer of settlers and others. The fact that such advisory opinion has not so far been sought, may frustrate the success of such request before the ICJ.

The Young Gamers and Gamblers Education Trust (YGAM) has published the results of a survey that looks specifically at higher education students, their attitudes to gaming and gambling and considers the related behaviours and potential challenges.

Whilst a large number of those asked said that they enjoyed the social side of both gaming and gambling, the survey results indicate that it can also have a negative impact on the academic performance of students and the quality of their friendships and social activities. In addition, for the students who gamble, nearly half said that they are constantly concerned about their financial situation.

Summary of results

Gaming is a popular way to reduce stress. Students are finding the university experience stressful. With 79% of students playing digital games, easing the pressures may be a positive benefit but 48% of those who game every day said it has got in the way of friendships and studies.The more frequently students game, the greater the impact. The research revealed that for those who game every day, one fifth have a negative sense of belonging at university, and over one-third say it has got in the way of their social life. 264,000 students in the UK are at some risk from gambling with around 88,000 already defined as problem gamblers.59% of students who gamble say they are always worrying about their financial situation while 16% have gambled more than they could afford.Students gamble to escape the stresses of university. For students who are moderate risk or problem gamblers the findings show they are more likely to gamble to ‘cheer them up when they are depressed’, even though 9 in 10 feel guilty about the way they have gambled. One third of these students say their gambling habits have a negative effect on their wellbeing, over half have considered dropping out of university and one in seven have a negative perception of their overall university experience.

Former gambling addict, Joe Woof explains: “For me, going to university fuelled my addiction, it gave me independence and access to more money than I’d ever had before. I could go wherever I wanted and spend money on whatever I wanted, without anyone really knowing. My mind was on gambling 24/7 which meant I missed numerous lectures and essay deadlines, I was living two lives, it was exhausting, stressful and really effected my mental health. Sadly, my problems continued for years after, which led to the breakdown of my marriage and at my lowest, I even attempted to take my own life.

There is still a long road ahead but I’m off the bet and I can see a better future. Raising awareness of the potential dangers is so important, especially whilst at university. I didn’t even know that you could be addicted to gambling. I was careful to avoid the other dangers I was exposed to at that point in life (e.g. alcohol) but I was very naïve when it came to the harms of gambling, as I just didn’t have the awareness – awareness campaigns, like YGAM’s may have helped me or one of my friends spot the warning signs and do something about it.”

Of the findings, Lee Willows, YGAM CEO says: “There has been growing concern around the impact of gaming and gambling for young people and the purpose of this survey was to better understand a less well researched community, students in higher education. Students at university are often away from home, managing their finances and their lives independently for the first time. The research shows that we need to continue to expand our university partnerships and work together to raise awareness around financial advice, well-being, support services as well as the potential risks of gambling and gaming.”

Dr. Sarah Hodge, Lecturer in Cyberpsychology and Psychology, Bournemouth University, welcomes the research: “This insight report provides valuable statistics on the prevalence and behavioural habits for university students. Representing university students is particularly important as university life provides potential vulnerabilities, such as the changes in financial circumstances and time management.

Gaming continues to be a popular past time among university students, with developments in technology creating more potential overlaps between gaming and gambling. Some of these developments include the gamification of gambling and increased accessibility of both gaming and gambling. This combination of gaming and gambling behaviour also provides a good foundation for the following: further research in the area, teaching students about gaming and gambling behaviour, comparing and contrasting gaming and gambling behaviour, and developing further support for university students.”

The survey of over 2,000 current students in higher education was developed by Red Brick Research, specialists in higher education and student research and carried out independently of the gaming and gambling sectors.

The Peace Charter for Forgiveness and Reconciliation was adopted by the 10th World Assembly of Religions for Peace(RfP) which convened from 20-23 August 2019 in Lindau, Germany. The World Assembly, opened by the President of Germany, Frank-Walter Steinmeier on 20 August 2019, was attended by some 900 global religious leaders and delegates. Religions for Peace International is the world’s largest and most representative coalition of religious and indigenous communities and operates in over 90 countries.

The concluding declaration of the World Assembly stated, “We are grateful for 49 years of determined focus on building peace and on speaking for those most in need. We are an alliance of care, of compassion, of love … We adopt The Peace Charter for Forgiveness and Reconciliation, convinced that transforming violent conflicts requires the healing of historical wounds and painful memories, forgiveness, and reconciliation. We commit to integrating efforts for healing into all our conflict resolution work.”

The Peace Charter was presented to the 10th World Assembly by the co-convenors Bhai Sahib Bhai Mohinder Singh Ahluwalia (Chairman of Guru Nanak Nishkam Sewak Jatha, UK, and Co-President of Religions for Peace) and Dr William F. Vendley (outgoing Secretary-General of Religions for Peace), and by the Peace Charter’s Director Dr Josef Boehle (University of Birmingham, UK). The Peace Charter’s organisational development began in 2011 and has received support from a wide range of religious, political, academic and civil society leaders.

The Guerrand-Hermes Foundation for Peace (UK), the Fetzer Institute (USA), Religions for Peace International, the Guru Nanak Nishkam Sewak Jatha (GNNSJ), UK, and the Nishkam Centre, Birmingham (UK) were amongst the early core group of supporting organisations.

An article published in the New England Journal of Medicine found associations between short-term exposure to particulate matter (PM10 and PM2.5) and cardiovascular and respiratory mortality risk, from over 600 cities across the globe. [1]

The adverse health effects of short-term exposure to ambient air pollution have been well documented. Particulate matter (PM) raises public health concerns because of its toxicity and the widespread exposure.

This study is an important international effort that evaluates the association of exposure to outdoor fine PM and cardiovascular and respiratory mortality across 652 cities in 24 countries from 6 continents. On average, a 10 mg/m3 increase in two-day moving average of PM10 was associated with increments of 0.44%, 0.36% and 0.47% in total, cardiovascular and respiratory mortality, respectively. The corresponding mortality increments for the same change in PM2.5 were 0.68%, 0.55% and 0.74%.

“This very large data sample allowed researchers to examine the data for obvious confounders while maintaining its statistical power and adjusting for known gaseous pollutants, such as ozone and sulphur dioxide as well as carbon monoxide and nitrogen dioxide.” said Clayton T. Cowl, MD, MS, President of American College of Chest Physicians and member of the Forum of International Respiratory Societies (FIRS) Environmental Committee. [2]

The most notable finding of the study is related to the exposure-response relationship between PM and mortality. “No threshold level of effect emerges from the data, indicating that at any exposure level a health risk for the exposed population still exists. Moreover, paradoxically, the percentage increase in mortality per 10 mg/m3 increase in PM air concentration is stronger at low exposures than at the highest. This result could be explained by several phenomena ranging from development of a biological ‘tolerance’ to the adverse health effects of PM in the long-term highly exposed populations to the adaptation of ‘avoidance’ behaviours (e.g. stay at home on the most polluted days) due to the higher awareness among them of this public health issue,” said Sara De Matteis, MD, MPH, PhD, Adjunct Professor at Humanitas University, Honorary Senior Lecturer at Imperial College London, and member of FIRS Environmental Committee. “Although the study’s size gives it strength,” warned Teresa To, PhD, Senior Scientist, The Hospital for Sick Children and Professor at the University of Toronto and FIRS Environmental Committee member [4], “the variation across countries may limit its ability to generate a ‘general global estimate.’ The differences between countries could be from varied exposures of concomitant gaseous pollutants, which add to the toxicity of the PM.”

The wide range of the composition of the fine particles (PM2.5) and the different toxins they contain is extremely important and also varies in different regions. Dr. Cowl concludes “Studying anything that involves data across the entire planet is difficult and involves attempting to find common denominators for measurements that span geopolitical, programmatic, or individual variation. Despite this, the study shows extremely compelling data that suggest inhalable and fine particulate matter does not just represent a common annoyance but is associated with human mortality most affecting our most vulnerable populations who suffer from underlying cardiac and respiratory illness. It should prompt not only medical providers, but also policymakers to take notice.”

On 5 August 2019, The Times published an article with the headline “Female Circumcision is like clipping a nail, claimed speaker”,
which included a photo of Mr Sultan Choudhury, a former CEO of Al Rayan Bank. The article was misleading, libellous, and inferred that Mr Choudhury had made comments about female genital mutilation; comments which he did not make and a practice he personally finds abhorrent.

Mr Choudhury refutes the allegations made about him in the article on the basis they are wholly incorrect. He has never made any comments about this subject and is perplexed that his name has been besmirched in this manner.

In the article, the positioning of Mr Choudhury’s name and picture alongside a statement which he has never made, and which reflects views that he has never held or endorsed is wholly disingenuous. This is especially misleading considering that this is the only part of the article visible to non-subscribers of The Times, due to the paywall in operation. When viewed online, it appears that Mr Choudhury endorses or holds similar views – something that is denied unequivocally by Mr Choudhury.

Mr Choudhury is highly regarded in the banking industry in the UK as well as being recognised in the wider community for his charitable efforts and for being a gentleman of impeccable character. He has been awarded an OBE by Her Majesty the Queen and regularly assists charities on a voluntary basis. He is well known and a well liked family man who refutes outright The Times’ attempt to link him to illegal, extreme, or violent ideologies or practices.

Despite this, Mr Choudhury has been subjected to public censure following the article which not only wrongly attributes repugnant attitudes to him, but also conflates an independent not-for-profit UK based organisation (which Mr Choudhury has helped in the past) with an overseas based entity into which Mr Choudhury has no input.

Mr Choudhury is taking advice from his legal team and will shortly take appropriate action to clear his name and reputation.

The recent trade war between the two most powerful economic countries, the US and China, is causing the financial markets to shake. The cause of this war started when President Trump began to realise the thousands of dollars of tax imbalance on products imported from China as opposed to the tax that China charges on imports from the US.

The impact of US taxation on products from China has, therefore, become significant since the beginning of the year. China's economy has grown at its slowest pace since 1992, according to published growth figures. In fact, the economy grew at a quarterly rate of only 6.2% in the second quarter (April-June) compared to 6.4% in the first quarter. Economists are expecting an approximate 6.3% growth for the third quarter. Along with the war, China has experienced a huge tumble in its currency. So what is the significance of the weakening Chinese currency? Capital Way experts have analysed the circumstances of this complex situation.

Trump’s recent announcement of taxing more $300 billion on Chinese products has led the Chinese government to stop supporting the local currency entirely. As a result, the Chinese yuan has weakened to its lowest level in 10 years, standing at ¥7.05 (yuan) to the dollar. The price of 7 yuan to the dollar has been a technical-psychological barrier for the past three years. When the yuan reached this price level, it resisted. Staying above this barrier in the coming months could be an indication of further weakening of the currency. Investors and speculators will end up most likely selling the yuan against the dollar.

Why don't the Chinese fight devaluation?

China is an export-oriented country. It exports goods, products, and services worth $2.41 trillion a year and imports $1.54 trillion. When a country is export-oriented, its domestic currency is of high importance. A lower currency value will make it easier for exporters to sell the products at a cheaper price, while still profiting of course, while continuing to purchase more and more products.

The funds that come from exports allow the Chinese economy to continue to grow. With high export, more companies will be hiring, eliminating numbers from the unemployed and continuing the exportation of products to world countries, bringing in more money to the country and increasing the economy levels. "In fact, at current prices, the Chinese government has no interest in stopping depreciation in the local currency, as long as it’s maintained at a reasonable limit", says Peter Wilson from Capital Way.

According to the International Institute of Finance, the last time the yuan experienced such a harsh drop it sparked the biggest capital loss in Chinese History. China's foreign exchange reserves fell by $1 trillion, and the People's Bank of China tried to stop the flow of money abroad. Traders and investors also tend to rally around symbolic prices of the yuan to protect themselves. Currency options and futures are mostly traded during such times, assuming the price of ¥7 to the dollar is maintained. Therefore, if or when this price is breached, the fluctuations will most likely be more extreme as a result of options and futures re-pricing.

In addition, the Chinese foreign currency debt accrues with the illusion of currency stability. This can be seen quite clearly as a result of highly leveraged construction contractors that have become the driving force in the Asian high-yielding bond market. China borrowed record amounts of dollars this year, with the expectation of a rise in US interest rates. The FTSE Asia Pacific Government Bond Index has already risen by 50% this year.

According to Moody's, Chinese contractors have issued $33.8 billion in China bonds and $19.3 billion in foreign countries. These bonds are either facing redemption or have become a target for Put option - an option for investors to sell assets at an agreed price before a particular date, which in this case, would be next year.

"Several hundred smaller players in the debt market have already gone bankrupt this year. Such business crashes can have a devastating effect on a fragile financial system, parts of which are already begging for dollars", say Capital Way’s analysts. Last month, the Chinese government restricted the ability of construction contractors in order to raise capital in the bond markets outside China, for any purpose other than refinancing the dollar debt to maturity. Perhaps all in anticipation of the yuan depreciation.

"If seven yuan to the dollar is no longer the 'magic number' of the People's Bank of China, policymakers should begin to talk about another target which will prevent a significant fall of the yuan. A short, sharp devaluation will benefit Chinese representatives in trade negotiations with the US, but if the yuan decline intensifies, Beijing will feel much more pain than Washington", say Capital Way experts.

What do investors do during such a period?

From the beginning of 2018, the yuan exchange rate is seen more as a depreciation. This is a downward trend, breaking the area of 7 yuan to the dollar in more recent days. The working assumption is that as long as its price remains above 7 yuan per dollar in the coming months, the weakening trend will continue. Of course, it should be taken into account that this is a currency with a central bank that 'unfairly' regulates its currency as it wishes and not a currency that is freely traded across countries.

Most investors and capital market traders do not want to enter an investment where such a large body can be 'played' against them, and usually look for other investment channels. However, for those already invested, with the trend expecting a weakening in Chinese currency could remain in position. Anyone holding a yuan should make "hedges" and even sell the deal in the event of the yuan's continued weakening in the coming days.

On Sunday, 11 August 2019 at 11.00 am, we will be holding Eid-ul-Adha prayers at our UK headquarters at Dar-us-Salaam, 15 Stanley Avenue, Wembley HA0 4JQ, where the Worldwide President of the Lahore Ahmadiyya Movement, Hazrat Ameer Prof. Dr Abdul Karim Saeed Pasha will offer prayers and address the Eid assembly.

Eid-ul-Adha is integral to the observance of the Hajj, or pilgrimage to the holy city of Makkah (Mecca). The sacrifices offered at this time by Muslims throughout the world, while they outwardly commemorate Abraham’s sacrifice — important for Jews, Christians and Muslims alike — serve, in fact to impart a lesson relevant to all of humanity.

Regarding sacrifice, the Holy Quran has this to say:

Not their flesh, nor their blood, reaches God, but what reaches Him is your righteousness and doing of duty. (22:37)

Another verse says:

“I (God) desire no sustenance from them, nor do I desire that they should feed Me.” (51:57)

God does not require from human beings the offering of any material thing or performance of any outward act with the aim of averting His wrath. Pilgrims, setting aside their everyday concerns, dressed in the plainest and simplest of white garments, display only their common humanity and complete equality before their Creator. Selfish desires and outward show are relinquished. The sacrifice of Eid ul-Adha reflects and complements these features of the Hajj. It represents the sacrifice or surrender of the lower, ‘animal’ nature, whereby we abandon bad habits and seek to imbue ourselves with the divine qualities, and ultimately it represents the entire submission of the soul before the presence of its Lord. Such was the submission of Abraham and Ishmael.

We extend a warm welcome to all to attend our Eid celebrations, regardless of their creed, their gender or any other human distinctions.

Convention honours pioneers of British Islam

This association has the honour to host this year at its annual convention a special conference and programme of events to commemorate the pioneering work of the Woking Muslim Mission in introducing Islam to the West.

All are welcome to attend on any or all of the three days of this programme irrespective of their creed or affiliation, and we should like to take the opportunity to extend an invitation in particular to representatives of the Woking news media and British national news media to cover the proceedings at the H. G. Wells Conference and Events Centre, Woking and the tour of Muslim heritage sites.

This is an opportunity to learn more about this organisation’s distinctive vision of Islam and to discover the fundamental and indispensable part it played in the remarkable early history of the propagation of Islam in the West and the origins of British Islam.

International music festival Jeddah World Fest wowed a lucky audience of 40,000 adoring fans in Saudi Arabia last night. The incredible 7-hour event, the first of its kind in Saudi, featured stunning performances from star talent including Janet Jackson, Liam Payne, Chris Brown, 50 Cent, Tyga, Future, Steve Aoki and R3WIRE & Varski. This inclusive festival was created to unite and inspire young music fans of all backgrounds and persuasions through live music experiences. The spectacular event, produced especially for global TV, took place on the largest outdoor festival stage ever built in the Middle East and its premiere will be broadcast around the world in August 2019. Jeddah World Fest was set up and operated in full by Irish company ROQU Media International, who design bespoke world-changing music events to create positive social change. Today, in Jeddah, ROQU Media president Robert Quirke told us: ‘I have never before in my life seen an audience so excited and responsive. This project is something truly special. It absolutely represents a wave of positivity for the young people in Saudi Arabia and unites all people together. Ultimately, this is about inspiring youth through live music experiences and connecting people. The heart of this project is built on bringing positivity to the world. It’s about the fans, it’s about the performers, it’s about positive energy and shared experiences. Together, 40,000 young men and women enjoyed the live show, many saying it was the greatest night of their life. At the show, our event teams were flooded with thanks from the crowd who genuinely see this as a new beginning. It is testament to the hunger and desire of the young people here to connect and enjoy these moments as one, regardless of their background.’ First out on stage at 9pm, welcomed with a roar of appreciation by the excited crowd, were R3WIRE & Varski, who remixed songs such as Queen’s ‘We Will Rock You’ and The White Stripes’ ‘Seven Nation Army’ before mixing ‘One Kiss’ by Dua Lipa and Calvin Harris. Their first ever Saudi ‘Viking Clap’ went down an absolute storm. R3WIRE later posted on Facebook: ‘Jeddah World Fest in Saudi Arabia was so special! Words cannot describe the love in the air.’ After the super-duo had set the mood for the night, iconic singer Janet Jackson leapt onto the stage, singing and dancing to hits including ‘All For You’ and her latest, ‘Made for Now’, winning the audience’s hearts with every kiss she blew. ‘I love you Jeddah!’ were the star’s parting words. Next up was Liam Payne, who showed his fantastic vocal range across a mix of songs and inspired the crowd to dance with him to ‘Drag Me Down’ and a cover of ‘Shape of You’ by Ed Sheeran. ‘The crowd here in Jeddah is amazing!’ said Payne. ‘I want to say something really important: MUSIC UNITES US, and it’s good to be here with you tonight.’ After Liam’s thrilling performance, the crowd could no longer resist chanting ‘Tyga, Tyga, Tyga’ – and they weren’t disappointed. Many of them had been waiting especially for him and didn’t hesitate to show the rapper all their love when he appeared on stage. Tyga performed a number of fan favourites including ‘Ice Cream Man’, ‘Taste’, ‘Rock City’ and ‘Hookah’. It was an electric performance, followed by another supercharged rapper, Future, who whipped the crowd up again with tracks such as ‘Jumpman’, ‘Low Life’ and ‘Mask Off’. Beaming widely, Future seemed stunned as the crowd rapped along with him, reciting his hits word for word. The energy hit yet another level then as 50 Cent took to the stage. At one point, he asked the crowd to chant his name, then told them to call him 50 Halala instead, the Saudi equivalent to cent. He tweeted later: ‘My new name is 50 Halala, so get with the program. I might move out here, I like it!’ American star Chris Brown strutted onto the stage next, opening to the cheering crowd with ‘Beautiful People’, reflecting the positive energy all around. Fans danced non-stop through his fast-paced set, which included ‘Loyal’ featuring Lil Wayne and Tyga. Closing the festival was American DJ Steve Aoki with a truly breathtaking and inspirational set. Proving they still had lots of energy in reserve, the Jeddah World Fest crowd responded to every hit before being stunned by a VERY special surprise Aoki had created for them – a brand new track with female Saudi singer Dalia Mubarak, who joined him on stage. ‘I’m very grateful to be here, I have a feeling I have a lot of fans here in Saudi Arabia,’ Aoki told the crowd who had waited until the early hours of the morning to see him. He made sure to return the love by remixing two special new tracks, one by Egypt’s beloved singer Abdel Halim Hafez and the other a BTS mix of ‘MIC Drop’. After such a successful first year of Jeddah World Fest, the plan is to continue it annually for the next five years. 2. S.S.
Dordjé Chang Bouddha III est le leader mondial suprême du
bouddhisme. La reconnaissance d'un tel statut n'est pas un acte
Le statut de S.S. Dordjé Chang Bouddha III en tant que Bouddha
n'est pas simplement dû au fait que les bouddhistes l'appellent
ainsi par respect. Plutôt, conformément au système bouddhiste de

Shamarpa, qui était maître du 17eme Karmapa ; le roi du Dharma
Régent et maître national Goshir Gyaltsab, qui est le Sutra-Maître
du 17e Karmapa, et autres. Ces dirigeants sont tous connus
publiquement dans les cercles bouddhistes actuels comme étant
d'éminents monastiques de premier ordre et des gens de grande vertu
issus de diverses sectes bouddhistes. Tous ont délivré
individuellement un document officiel de reconnaissance ou de
corroboration pour affirmer le statut de S.S. Dordjé Chang Bouddha
III. Tous ces documents portent l'autorité de reconnaissance selon
le bouddhisme.

Dordjé Chang Bouddha III a reçu tant de certificats de
reconnaissance et de corroboration, dont le total est supérieur à
celui de tout autre leader, patriarche ou rinpoché de l'histoire du

Beaucoup de rois du Dharma n'ont pas seulement émis une
reconnaissance ou une corroboration par écrit, ils ont aussi
enregistré leur reconnaissance ou leur corroboration par photo ou

Selon le
système bouddhiste de reconnaissance de statut, tant que deux
personnes avec l'autorité de reconnaissance qui sont des rois de
Dharma, des rinpoches, ou des lamas reconnaissent le statut de
quelqu'un, le statut de la personne reconnue est alors établi.
Cependant, à mesure que l'histoire évoluait, les statuts de
nombreuses personnes se sont établis dans les cercles bouddhistes
après avoir été reconnus par un seul rinpoché ayant autorité de
reconnaissance. Par exemple, le célèbre 14e Dalaï Lama n'a reçu
qu'une seule reconnaissance d'une seule personne, Reting Rinpoché V.
De même, le 17e Karmapa n'a reçu que deux reconnaissances.
D'ailleurs, les une ou deux reconnaissances qu'ils ont reçues
provenaient de leurs propres sectes.

en ce qui concerne S.S. Dordjé Chang Bouddha III, la situation est
complètement différente. Sa Sainteté le Bouddha a reçu plus de
100 reconnaissances et corroborations, faisant de lui la première
personne dans toute l'histoire du bouddhisme à avoir reçu un si
grand nombre de reconnaissances. De plus, ces reconnaissances et
corroborations ne provenaient pas d'une seule secte bouddhiste.

s'agissait plutôt de documents de reconnaissance rédigés et
publiés par les principaux dirigeants de l'ensemble du bouddhisme et
de chacune des principales sectes bouddhistes. Le statut reconnu
n'était pas celui d'un rinpoché, mais plutôt celui d'un Bouddha
(Bouddha Vajradhara), qui est l'être saint le plus élevé de
l'ensemble du bouddhisme. Un Bouddha est le plus haut leader de tout
le bouddhisme.

3. Les
accomplissements de S.S. Dordjé Chang Bouddha III dans les Cinq
Vidyas sont les plus élevés de l'histoire du bouddhisme. Le
Bouddha Shakyamuni, le chef suprême du bouddhisme dans notre monde
Saha, a prescrit dans les sutras que « les bodhisattvas doivent
posséder les Cinq Vidyas ». Puisque les bodhisattvas doivent
posséder les Cinq Vidyas, un Bouddha doit d'autant plus être
champion dans ceux-ci.

de la civilisation humaine, S.S. Dordjé Chang Bouddha III a été le
seul à avoir atteint le sommet de l'accomplissement dans les Cinq
Vidyas, que ce soit en termes de réalisations matérielles ou
transcendantes. Sa Sainteté est la plus éminente, la plus sainte et
la plus sainte du bouddhisme, qui répond vraiment aux critères de «
parfaite maîtrise du bouddhisme exotérique et ésotérique, et
accomplissements parfaits dans les Cinq Vidyas » comme le prescrit
le Bouddha Shakyamuni !

réalisations de S.S. Dordjé Chang Bouddha III sont trop nombreuses
pour être mentionnées et trop exceptionnelles pour être décrites.
De la poésie, des versets iambiques, des odes et des chansons, à la
calligraphie et à l'écriture, à la médecine et à la guérison,
aux peintures et aux sculptures, à la science, à la technologie et
à l'artisanat, aux enseignements et aux principes des écritures
bouddhistes, à la vérité absolue du Dharma, à la réalité
intrinsèque de tous ces phénomènes, Sa Sainteté possède sans
exception la compétence et une excellence merveilleuse dans tous ces
domaines. Aucune autre personne dans l'histoire ne peut être trouvée
qui soit comparable.

En ce qui
concerne l'artisanat Vidya seul, il existe depuis de nombreuses
années une offre ouverte avec une énorme récompense en argent pour
quiconque peut reproduire certaines sculptures ou le tableau «
Dragon-tapis jouant dans un bassin de Lotus » qui ont tous été
créés par S.S. Dorje Chang Buddha III. La récompense est encore
offerte aujourd'hui, mais personne n'a encore pu reproduire de telles
œuvres d'art avec son propre couteau à sculpter ou son propre
pinceau à peindre ! Si vous ne pouvez pas le dupliquer, vous pouvez
demander à quelqu'un d'autre de tenter une duplication réussie. Si
quelqu'un réussit, nous admettrons tout de suite que ce ne sont pas
les produits de l'illumination et de la sagesse d'un Bouddha !

Sur la base
des réalisations réelles mentionnées ci-dessus et des certificats
de reconnaissance et de corroboration qui correspondent au système
bouddhiste de reconnaissance, S.S. Dordjé Chang Bouddha III est un
vrai Bouddha. Un Bouddha est l'entité originelle dans laquelle tous
les bouddhistes se réfugient et dont ils apprennent. L'appellation
de « Bouddha » indique l'état d'éveil le plus grand et le plus
élevé de tout le bouddhisme. Aucun patriarche ou roi du Dharma au
sein d'une secte du bouddhisme n'est qualifié pour avoir un statut
supérieur à celui d'un Bouddha ! Actuellement, dans ce monde, il
n'y a qu'un seul Bouddha qui est le plus haut dirigeant du Bouddhisme
: S.S. Dorje Chang Bouddha III. Il n'y a pas d'autre !

Dordjé Chang Bouddha III est intrinsèquement un Bouddha. Tous les
bouddhistes comptent sur le Bouddha pour apprendre et recevoir des
enseignements. Non seulement Sa Sainteté le Bouddha est le modèle
que nous, au siège de l'Association Bouddhiste Mondiale, suivons et
apprenons de lui, mais de nombreuses autres organisations bouddhistes
comptent aussi sur lui, le suivent et apprennent de lui. Les
bouddhistes apprennent des paroles et de l'exemple personnel de Sa
Sainteté le Bouddha. Ils ont mis en place des centres d'écoute du
Dharma pour écouter et apprendre du Dharma enregistré par Sa
Sainteté le Bouddha. De plus, S.S. Dordjé Chang Bouddha III est le
seul être extrêmement saint dans l'histoire du bouddhisme qui
n'accepte aucune offrande mais sert simplement tous les gens

4. Bien que
S.S. Dordjé Chang Bouddha III soit un Bouddha authentique, son
point de vue concernant son statut est resté cohérent. Sa Sainteté
le Bouddha a clairement exprimé son attitude par ses paroles qui
ont été publiées en même temps que les deux photos contrastantes
montrant le renversement de son apparence de la vieillesse à la
jeunesse. Lequel de ces mots comporte le moindre élément de
vantardise ? S.S. Dordjé Chang Bouddha III a dit, «
que le titre de Bouddha ait été légalement affirmé en mon nom,
le nom de Dorje Chang Bouddha III ne signifie rien pour moi. Je ne
suis pas un Bodhisattva, pas un Arhat, pas un vénérable, pas un
roi du Dharma, pas un Rinpoché. Je ne suis pas une personne sainte.
Je suis une personne avec un cœur d'humilité. »

5. Lorsque
S.S. Dordjé Chang Bouddha III vivait encore en Chine, comme il
propageait le bouddhisme et défendait la justice et la morale, il a
été persécuté par certaines personnes dans le cadre du système
public chinois de sécurité. Le 1er août 1999, S.S. Dordjé Chang
Bouddha III est arrivé aux États-Unis avec un visa valide et s'est
ensuite installé ici. Au cours des presque vingt années qui se
sont écoulées depuis lors, Sa Sainteté le Bouddha n'est jamais
retourné en Chine, même une seule fois. Cependant, le 20 juin
2002, le bureau de la sécurité publique chinoise à Shenzhen est
même allé jusqu'à fabriquer sans fondement l'allégation selon
laquelle S.S. Dorje Chang Buddha III « en avril 2000 à Shenzhen, a
vendu un immeuble à Liu Juan, lui escroquant 150 millions RMB. »
Ils ont utilisé ce prétexte pour ouvrir un dossier et ont commencé
à persécuter S.S. Dordjé Chang Bouddha III et certains de ses

jour, il n'y a aucune piste sur l'emplacement de ces œuvres d'art.
Les agents de la sécurité publique ont également arrêté des
disciples de S.S. Dordjé Chang Bouddha III, ont changé leur nom et

temps, comme ces agents de la sécurité publique craignaient que la
vérité ne soit révélée au sujet du détournement de peintures et
d'œuvres calligraphiques de S.S. Dorje Chang Buddha III, ils ont
fait usage de certains médias qui étaient sous leur contrôle. La
veille du jour où les disciples de S.S. Dordjé Chang Bouddha III
devaient être entendus devant le tribunal, les médias ont déjà
répandu des rumeurs que le procès avait abouti à un verdict
coupable et ont diffamé S.S. Dordjé Chang Bouddha III et ses
disciples en les qualifiant de personnes mauvaises qui escroquent
d'autres. Le personnel de la sécurité publique est allé encore
plus loin en demandant à INTERPOL de délivrer des mandats d'arrêt
à l'encontre de S.S. Dorje Chang Buddha III et de certains de ses

après avoir mené une enquête sur cette affaire, INTERPOL a
constaté que les détails fournis par le bureau chinois de la
sécurité publique n'étaient pas véridiques et que S.S. Dorje
Chang Buddha III et ses disciples n'avaient commis aucune fraude. Sur
cette base, les 30 et 31 octobre 2008, lors de la 72e session de la
Commission de contrôle des fichiers d'INTERPOL tenue à Lyon
(France), INTERPOL a pris la décision d'annuler le mandat d'arrêt
contre S.S. Dorje Chang Buddha III. En outre, pendant qu'INTERPOL
enquêtait sur cette affaire, la Chine a également découvert par le
biais d'une autre enquête que S.S. Dorje Chang Buddha III n'avait
commis aucune fraude ni aucun crime. En conséquence, le 11 juin
2008, de sa propre initiative, la Chine a demandé à INTERPOL de
retirer le mandat d'arrêt lancé contre S.S. Dorje Chang Buddha III.
Sa Sainteté le Bouddha a fait l'objet d'une enquête approfondie de
la part d'INTERPOL et il a été constaté qu'il n'avait commis aucun
crime. La Chine a demandé le retrait du mandat d'arrêt. Ceci
démontre clairement à quel point S.S. Dordjé Chang Bouddha III est
respectueux des lois et à quel point sa conduite est moralement
pure. C'est pourquoi il a été déclaré innocent de tout crime ou
infraction !

pas la vérité ont aidé des calomniateurs à diffamer S.S. Dorje
Chang Buddha III. Est-ce que ce genre de conduite a une morale dont
on peut parler ? Quel genre de misérable caractère ont ces gens ?
Ce genre de médias ont-ils crédibles ? Bien que le mandat d'arrêt
de Sa Sainteté Dordjé Chang Bouddha III ait été annulé depuis
longtemps, ceux qui ont détourné des peintures et des œuvres
calligraphiques de Sa Sainteté le Bouddha continuent de faire
circuler sur Internet et dans les journaux le mandat d'arrêt annulé
et invalidé pour tromper le public et empêcher que l'affaire ne
soit rouverte.

Afin de
réduire au minimum le risque que les personnes fassent l'objet d'une
tromperie, une enquête a été menée auprès d'INTERPOL par la voie
judiciaire. En réponse à cette enquête, le 19 novembre 2009,
INTERPOL a adressé une lettre spéciale à S.S. Dorje Chang Buddha
III. La lettre indique clairement que la Chine a demandé
l'annulation du mandat d'arrêt contre S.S. Dordjé Chang Bouddha III
et que ce mandat n'existe plus. INTERPOL a également informé tous
ses pays membres qu'ils ne pouvaient utiliser ce mandat d'arrêt
comme prétexte pour arrêter S.S. Dorje Chang Buddha III.

clairement indiqué que cette lettre d'INTERPOL porte le nom de
Yungao Yi. Épelé selon le système de translittération pinyin,
c'est le nom séculier qui a été utilisé par S.S. Dordjé Chang
Bouddha III il y a plus de vingt ans, lorsqu'il était en Chine. En
outre, le coin inférieur gauche de cette lettre d'INPERPOL contenait
à l'origine l'adresse résidentielle de S.S. Dorje Chang Bouddha
III. Pour des raisons de sécurité et de confidentialité, l'adresse
a été omise. Cependant, toutes les autres parties de la lettre
entière sont la copie identique de la lettre originale. Pas même un
seul mot n'a été modifié.

Voilà la
vérité sur le mandat d'arrêt INTERPOL à l'encontre de S.S. Dorje
Chang Buddha III ! Nous vous demandons à tous de réfléchir à
quelque chose : S.S. Dordjé Chang Bouddha III est-il une personne de
moralité noble ou un méchant qui a commis un crime ? En outre, à
plusieurs reprises au cours des dernières années, les soi-disant
victimes dans cette affaire inventée — Liu Juan et Lau Pak Hun —
ont écrit séparément des déclarations ou tenu des conférences de
presse prouvant que S.S. Dorje Chang Buddha III ne les avait jamais
escroqués, mais les avait au contraire aidé de manière
désintéressée. S.S. Dordjé Chang Bouddha III est une bonne
personne qui est au service du public avec générosité.
